Scott Rood was a Senior Consultant with Mercury Associates and has more than 30 years of experience as a public-sector fleet manager and an U.S. Air Force Fleet Professional.
During his 30-year professional fleet management career, Mr. Rood served 22 years in the US Air Force, starting as a mechanic and retiring as a fleet maintenance manager overseeing an Air Force base maintenance program with approximately 90 technicians and an operating budget of $35 million.
He served as the Vehicle Maintenance Manager for the Washington State Motor Pool, and as the Fleet & Warehouse Supervisor at Clark Public Utilities.
Before joining RTA, he served as the Fleet Manager for Clark County Washington where he managed a fleet organization with 20 employees and an annual operating budget of $15 million He was responsible for developing and implementing vehicle maintenance programs, all vehicle replacements and disposal, multiple fleet maintenance shops and fueling facilities.
His particular areas of expertise include maintenance operations planning and program evaluation, vehicle life cycle cost analysis, fleet replacement planning and charge-back systems.
Mr. Rood was the president of the Public Fleet Manager’s Association, the Fleet Committee Chair for the Washington State Chapter of APWA and has recently been elected to the Board of Directors for the same chapter. He is a Certified Automotive Fleet Manager (CAFM) and has a Master’s Degree in Business Administration from Saint Martin’s University.

Proud father and grandfather, with deep roots in Pennsylvania—my son and three grandchildren reside in the Philadelphia area, while my parents live in the mountains of the state.
Also, a seasoned fleet management professional with over three decades of experience leading high-performing teams in both military and municipal environments. Originally from the Philadelphia area, I began my career in December 1991 when I joined the United States Air Force and served 25 years in the Fleet Management career field before retiring in 2016.
Following my military service, I moved into local government serving as Fleet Director with the City of Lynchburg for nine years. During my tenure, the City’s fleet earned national recognition—including four consecutive years of accolades from Government Fleet magazine including a #1 ranking among mid-size fleets. Additionally, the fleet received multiple honors from NAFA’s 100 Best Fleets including two consecutive years at the #5 spot.
In 2025, I joined RTA, where it's my hope to continue to drive innovation, strategic planning, and operational excellence. My core strengths lie in developing and executing forward-thinking strategies, identifying and analyzing trends, and enhancing productivity in complex, evolving environments.

Managed multiple fleet consulting and software implementation engagements. Served as fleet administrator for cities of Indianapolis, IN and Wilmington, DE. Operations Analyst for City of Baltimore.

Sara Burnam

Sara Burnam CAFM, has 26 years’ experience in the automotive industry with 16 years of experience in public sector Fleet Management.
She began her career at the Ohio State Highway Patrol as the Fleet Office Supervisor and later the Assistant Fleet Manager to help manage, maintain, and acquire replacements for 2,000 assets. In these roles, she also assisted in providing training to all system users of a new FMIS and reduced costs by increasing accountability and standardizing processes for maintenance and repair at all organizational levels. She also streamlined the new vehicle onboarding process to reduce new vehicle issuance times.
Her public sector experience includes working for the State of Ohio as a Fleet Analyst, where she managed the state’s fuel card program and the administration of annual Fleet plans for 21 state agencies. Fleet plans included vehicle utilization, mileage reimbursements, inventory lists, cost-per-mile, vehicle replacements, and vehicle disposal decisions. She also assisted in onboarding the agency to roll out an automated pool car system for over 2000 users.
Most recently, she held the position of the Director of Fleet Management, for Palm Beach County, where she managed a team of 61 individuals, 4,800 assets, 14 fuel sites, 5 shops, and an operating budget of $34M. She was responsible for the development and maintenance of operational procedures, the hurricane/disaster preparation and relief plan, the fuel program, the vehicle replacement policy, the FMIS, the preventative maintenance and repair program, the chargeback system, and all division purchases of commodities and assets. She aided the organization in the design and integration of an electronic work order system and FMIS upgrade, reducing chargeback rates, automating various processes, implementing a life cycle cost analysis mechanism, creating employee engagement programs, and fostering relationships with local automotive tech schools.
During her time at Palm Beach County, she was awarded the Public Sector Fleet Manager of the Year and was featured in Government Fleet Magazine's “20 under 40”, NAFA's FLEETSolutions “Future of Fleet”, and other recognitions. In 2022, and 2023, Palm Beach County, Fleet Management, was awarded #16, and #10, of the 100 Best Fleets award. She has also held speaking engagements for conferences and webinars such as NAFA I & E, GFX, the Work Truck Show, and 100 Best Fleets.
Sara has held various volunteer positions with NAFA and is currently serving on the Board of Directors.

Nathan Schafer

Nathan Schafer, CAFM, CPFP is a Fleet Success Manager at RTA. He has nearly 25 years of experience in fleet management and maintenance/repair. Prior to joining RTA, Nathan was the Fleet Manager for SOLID Surface Care, Sandy City, UT and Salmon Electrical Contractors. He was also a Fleet Operations Manager in the United States Marine Corps and has many years turning wrenches supporting heavy duty diesel vehicles, construction, and agricultural equipment.
His experience includes vehicle and equipment acquisition and disposal, maintenance and repair, fleet shop management, fleet replacement planning, customer service, and much more. Nathan’s leadership skills have helped him lead fleet organizations to successfully implement changes to improve shop processes, reduce fleet costs, and improve overall management of the fleets that he has been charged with managing. He is a Certified Public Fleet Professional (CPFP), earned his Certified Automotive Fleet Manager (CAFM) and Sustainable Fleet Management Certificate from NAFA, is a certified VMRS Specialist, and has a bachelor’s degree from Weber State University and an MBA from Western Governors University. Nathan is a board member on APWA’s CPFP Certification Council and also part of the NAFA’s CAFM Faculty.
Jacob Johnson brings over two decades of hands-on and leadership experience in fleet management, maintenance operations, and equipment optimization within the commercial trucking and heavy equipment sectors. As a Fleet Success Manager at RTA, Jacob partners with clients to drive efficiency, data-driven decision-making, and operational excellence through the RTA Fleet360 platform.
Before joining RTA, Jacob served as Fleet Manager for Schnuck Markets, where he successfully reduced parts inventory by $1.3 million in his first year through strategic utilization of fleet management technology. Prior to that, he spent 12 years with Hogan Truck Leasing, advancing through roles as Diesel Technician, Shop Supervisor, and Service Manager, consistently meeting or outperforming operational budgets.
Jacob’s career began in the shop bays at an International Truck Dealer, where he earned his International Master Certification, followed by a tenure at Vermeer Midwest as a Heavy Equipment Technician. His extensive background spans private-sector fleet operations, maintenance program development, and cost control for large-scale equipment and vehicle fleets.
Known for his practical leadership style and deep technical insight, Jacob now leverages his industry experience to help fleets modernize processes, improve performance, and achieve long-term success.
Experienced Fleet Manager and Ambassador
Facundo Tassara is a Fleet Success Manager for RTA and is also part of the Consulting Team. He has over 23 years’ experience in the fleet industry including management and operation of private repair shops and body shops, managing small and large government fleets, and a founding member of two mobility tech startups.
Facundo has a track record of creating and implementing new processes to improve business efficiencies and reduce expenses. He is known for his ability to problem solve effectively, use of automation to gain efficiencies, and ability to set strategic visions.
Prior to joining RTA, he was the Head of Customer Success for a real-time tire management startup. Facundo’s fleet career started at the City of Ormond Beach, FL where he managed a fleet of 500 assets and then went on to manage the City of Norfolk, VA Fleet Management Department where he was responsible for 2,100 assets.
During his years in government fleet management, he received several 100 Best Fleet awards including a “2015 Fleet Manager of the Year” nominee and landed on Government Fleet Magazines “20 under 40” list. Facundo’s areas of expertise in Fleet Management include the implementation and deployment of new technology, improvement of shop productivity, employee engagement and training programs, and feasibility of vehicle-to-grid technology.
He has a Bachelor’s degree in Public Administration from George Mason University and a Master’s degree in Public Administration from the University of the District of Columbia. Facundo also holds industry certifications in Damage Analysis & Estimating, and Service Consultant from the National Institute of Automotive Service Excellence (ASE).

Kristi is a self-provlaimed data wizard! She support the RTA fleet consultanting team.
Kristi helps build the dashboards in RTA Fleet360 as well as help corporations, local, state, and federal governments better plan their fleet replacements and fleet rightsizing. She works to reveal hidden efficiencies and strives towards helping customers save money, via data analytics and computer science.
Prior to joining RTA: The Fleet Success Company, Kristi worked at Mercury Associates as a lead analyst in their data analytics team. While there she helped 50+ organizations on consulting projects.
Griffin has a background in data analytics and provides support to fleet consulting services.
Starting his fleet career in the school bus industry, Griffin now supports our Fleet Consulting Group at RTA providing data analytics and advisory services to government and private sector fleets. His specialties include fleet sustainability, developing EV transition plans, fleet replacement, fleet right sizing, and route optimization.
Prior to joining RTA as a fleet analyst, Griffin was the Team Leader of the Data Analytics Team for Mercury Associates. He also has experience working with GPS and GIS. He has excelled in both hands-on technician and leadership roles, combining technical expertise with strategic management to drive operational performance and efficiency.
Jesse currently serves as a Software Training Specialist at RTA, where he helps organizations leverage fleet management technology to improve operations and achieve measurable results. His background includes serving as Fleet Manager for the City of Largo, Florida, Fleet Operations Manager in the U.S. Army, and Maintenance Supervisor for Republic Services. Throughout his career, Jesse has built a reputation for optimizing processes, strengthening teams, and ensuring safety and compliance at every level.
